INTERNATIONAL
POLICE ASSOCIATION GARDA MOTOR CYCLE CLUB. (I.P.A.G.M.C.) RULES
(1) Club Management.
(a) National Committee of five members in named
positions of Chairman, Secretary, Treasurer, Public Relations Officer and
Social Event Secretary to administer National Club. Term of
office of committee positions to be for period of two years from election.
Sitting members may be nominated for re-election.
(b) Branches may be set up at Provincial level and
may adopt the name of that province (or region) The establishment of any such
branch shall, subject to the approval of National Committee, be governed by a
provincial/regional committees of a minimum of three and up to five members
whose term of office shall be one year from date of election. Committee
positions should mirror those of National Committee. Committee members may be
nominated for re-election.
(c) Regional committees to report to and be
responsible to National Committee.
(d) Regional activities to require National
Committee approval.
(e) All members of the Club shall be furnished
with a copy of the Constitution and Rules of the Club on Application for
membership. The Constitution and Rules are on the reverse side of the Original
Application form, and also on the club website www.ipagmc.com
(2) Membership.
(a)
Full membership will be open to all members of I.P.A. Ireland and who are members of An
Garda Siochana. Associate membership is
open to IPA members who are not members of I.P.A Ireland or An Garda Siochana. Applications must be made on Approved
form available from the National Committee and on club website www.ipagmc.com
forwarded to National Secretary together with payment of Annual membership fee
as set by the Club outlined hereunder
1. Full Membership €30.00 2. Family & Associate membership €30.00
(b) Honorary membership may be granted by
decision of AGM if those attending AGM are satisfied that the nominated person
is worthy of such membership and that it would be in the best interest of the
Club to grant such membership.
(c) All members shall enjoy equal status and
rights within the Club and shall abide by the Rules of the Club.
(d) All Regions established within the I.P.A.G.M.C
under Rule 1(b) and the members within that Region shall be bound by the
Constitution and Rules of the Club.
(e) Conduct by any member, which is deemed
prejudicial to the Club, may result in such member’s expulsion from the Club.
Decisions in relation to matters under this Section shall be taken by the
National Committee. Any member affected by such decision may appeal the
decision to the AGM where decision reached by simple majority shall be final.
(3) Annual General Meeting. (AGM)
(a) AGM shall be held annually in accordance with
Club Constitution and at a location agreed from the AGM of the previous year.
(b) Motions for inclusion on Agenda shall be with
the Secretary of the Club at least four weeks in advance of AGM.
(c) The business of the AGM shall be outlined in
an Agenda prepared and distributed to all Club members at least two weeks in
advance of AGM date. This Agenda will be prefaced by minutes of AGM held on
previous year. Agenda must contain Balance Sheet of Income and Expenditure of
Club funds for preceding year.
(d) All paid up club members shall be entitled to
attend the AGM. Full members only (and in attendance) shall have one vote on
any matter requiring decision of AGM. (Chairman will
have a casting vote in addition to his/her ordinary vote in the case of a tie
on matters other than elections)
(e) Election of members to the posts of National
Committee shall take place every second year at AGM and shall be subject to
nominations being submitted in the same way as Motions. Nominations and motions
shall require proposing and seconding at AGM.
(f) Simple majority of those voting at AGM shall
decide rule amendments and nominations for positions on National Committee.
(g) Constitutional amendments can only be brought
before AGM every third year (Next at AGM 2002) and shall require at least
two-thirds majority of those voting at AGM.
(h) Simple majority shall be deemed to 50% + 1 of
all votes cast on a given motion/nomination.
CONSTITUTION.
Article 1.
Name.
(1) INTERNATIONAL POLICE
ASSOCIATION GARDA MOTOR CYCLE CLUB. (I.P.A.G.M.C.)
(2) This name shall be copy-write
protected by the Club and shall not be used by any person or other body in
conjunction with any other title unless with the expressed permission of the
Club in writing.
Article 2.
Objectives.
(1) The I.P.A.G.M.C. is a National Club set up to
cater for the needs of
all I.P.A. members who are Motorcycle and/or Motorcycle Vintage
enthusiasts.
(2) The main purpose of the Club shall be to
provide club members with organised motorcycle and/or vintage events and to
encourage interaction with motorcycle and/or vintage enthusiasts in this and other
I.P.A. Sections.
Article 3.
Composition.
(1) The Club shall have a National Committee and
may have Regional committees as advised to the National Committee and in
accordance with the Rules of the Club.
Article 4.
Control.
(1) The day to day running of the club is the
responsibility of the National Committee.
(2) An ordinary AGM shall be held once each year
in the month of May, as per AGM February 2000, unless otherwise agreed.
Attendance open to all paid up members and this shall be the ruling body of the
Club.
(3) Elections to National Committee shall take
place at AGM in accordance with the Rules of the Club.
(4) The term of office of National Committee shall
be two years.
Article 5.
Membership.
(1) Membership of the Club is open to all members
of I.P.A. subject to the Rules of the Club.
(2) There shall be three categories of membership:
1.Full Membership 2.Family Membership 3. Honorary membership as defined by the
Rules of the Club.
Article 6.
Finance.
(1) Club finances shall be administered by Club
Treasurer and shall be used solely for the benefit of the Club.
(2) A balance sheet shall be prepared annually and
be available for discussion at AGM.
Article 7.
Commencement and Conditions of Constitution.
(1) This Constitution shall commence and take
effect on being passed by at least two-thirds majority at open meeting of the
Club and being signed as accepted by the National Committee.
(2) Changes or amendments to this Constitution
can only be made at AGM once every three years subject to such motions
receiving two-thirds majority of those voting.
